it seems that the problems have been fixed.

to summarize: if you used the web page to submit
a new sequence or comment today, Sep 26, 2001,
between 6am(?) and 1pm Eastern Standard Time,
and did not get the usual email confirmation,
then your submission was lost and should be resubmitted.

this was caused by the installation of a new operating system.
