[seqfan] Article about the EIS

It was a pleasant surprise to see Neil's article about the EIS
published in the new Notices of the AMS when it came in the mail
today...  :)

The article covers a lot of familiar ground for the SeqFan
people, but it's a good read even for EIS veterans.
