Actually, http://functions.wolfram.com/ is online now.  AFAIK, it is
already more extensive than what is planned for the new A&S.  It also has
stable links.  For example, http://functions.wolfram.com/02.03.10.0001 is
(and always will be) the continued fraction for pi.  (Two optional digits
can be appended that give the revision number of the equation, but leaving
these off always goes to the most recent revision.)  Perhaps some
cross-linking of this site with OEIS might be useful.
