Well, i don't want to encourage people to
download the whole database, for several reasons.

(it's copyright, it changes frequently, etc.)

can you name any other database on the web that will
allow you to download the whole thing?

i don't mind people downloading one of the chunks, but
i don't want to make it too easy to grab the whole thing!
