The Mobius function, like any multiplicative function, is properly
defined on the multiplicative subgroup of the domain, which in the
case of the integers, consists of the nonzero integers.

IMHO, any multiplicative function should fail to evaluate at zero,
which is never part of the multiplicative subgroup.
