Sudoku solutions...: Clarification

 1) of course i'm wrong 
    with swapping rows/columns between blocks
 2) i beleive that 
    the lexicographically minimal solution is 

  1,2,3,4,5,6,7,8,9,
  4,5,6,7,8,9,1,2,3,
  7,8,9,1,2,3,4,5,6,
  2,1,4,3,6,5,8,9,7,
  3,6,5,8,9,7,2,1,4,
  8,9,7,2,1,4,3,6,5,
  5,3,1,6,4,2,9,7,8,
  6,4,2,9,7,8,5,3,1,
  9,7,8,5,3,1,6,4,2, 
3)hence A114288 is wrong.
