No further need for semi-voluntary moratorium

It would have sense to continue a partial moratorium - on sequences 
description of which includes words 'prime' or 'digits'. I just looked at 
the list of recent submissions - excluding such sequences would 
significantly reduce the number of not interesting submissions.
