Reporting errors

OK - done!

One very minor comment on the logic of the form: I clicked on "Clear Form" 
first because I only wanted to fill in the comment section. This deselects 
all of the keywords buttons and that results in a complaint that you must 
select one of "nonn" or "sign" when you try to submit the formn, but that's 
not really relevant if you are just submitting a comment.
