The problem would seem to merely be one of slightly incomplete description.

Just adding "non-zero" would clarify A046887.

A new submission could be made for the sequence defined by including zero 
coefficients, if desired.

Leading zeros would seem to beg the distinction between "polynomial" and 
"power series", but I suppose the descriptions could also include a phrase 
like "...coefficient, of degree <= a(n),...".
