The example of A097614 (and I believe similar "recurrence" sequences  
based on other constants) seem to index the constant-string's first  
term as 0 (not 1), hence 13 -> 110 -> 174 -> etc.

I'm not saying there isn't room for both interpretations, just that  
since we already have sequences based on the index-1-starts-after-the- 
decimal-point convention, why not build on that?
