Thanks to everone who replied to my equest for advice.
There have been a lot of excellent suggestions.
I believe the following will solve the worst of the problems.
A new keyword, "probation", (assoc. editors are asked to
    search for them and tell me what to do)
A new keyword, tentatively "less", to be attached to established 
    sequences to indicate that they are of lesser importance,
    they are less likely to be the sequence you were looking for,
    and we don't need any more of that type on the OEIS

The search page will take these keywords - and others - into account when 
the matches 

Unfortunately all this is happening just as I am leaving (Mar 15 - Mar 27)
for a trip, so much of it will have to wait until I return.
