Espeically with the net, one sometimes has to get personal.  Persons 
who refuse to play by the rules need to be excluded.  I'm sure most 
editors have a little list of people whose submissions go straight into 
circular file W.

There is no reason to put an additional burden on those who are 
cooperating in doing so.  In particular, let's not put any sort of 
requirement for putting sequences on seqfan before they are added to 
the database; the signal to noise ratio in the mailing list is quite 
low enough already.
