offsets for constants

Bob (and others)

For decimal expansions, with keyword "cons":

if the constant is 77.5664433...  the offset is 2

if 6.4332212323 the offset is 1

if .5666554  the offset is 0 [and the sequence would be entered as 5 6 6 6 5 5 4 etc]

if .00999 the sequence is either 0 0 9 9 9 with offset 0 (preferred)
or else 9 9 9 with offset -2


The keyword "base" is not used in these cases.
