More precisely, the offset for row k is

where c = a^(-k)(2) = ((a^(-1))^k)(2)

a^(-k)(2) begins: 2, 3, 5, 10, 18, 28, 42, 60, ... because
... A066136(60) = 42, A066136(42) = 28, A066136(28) = 18, A066136((18) = 10,
A066136(10) = 5, A066136(5) = 3, A066136(3) = 2 and 2>1.
