Using my entirely too limited understanding and research skills, I found

and downloading the PDF linked there, I found a paper explaining the
techniques and notation ... but with no definition of D_4.

I'm guessing it's the graph of the dihedral group on four elements,
that is, a "cube" with 8  vertices and 12 edges?  I don't understand
the counting problem well enough to check in the small cases whether
that guess makes any sense.
