no, that one considers _all_ _digits_.

If a digit 9 occurs, it will give the number of all digits up to 9. (*)

11 is not a digit : it's 2 digits, and it counts for 2 "1"s (if I
understand correctly).
If it was a digit on its own, it would not count for two other digits.

So if you do not any more consider digits, but substrings, then you
should consider _all_ (say, 2-digit) substrings: The phrase "(*)"
above becomes:

If a substring "41" occurs, then you must write down the number of all
substrings up to "41"
