I am reminded of a professor who said that when a student asked him if he 
should get a PhD in mathematics, he always told the student "no". The 
theory being if you have to ask the answer is no.

Perhaps the same principle holds for OEIS submissions? On the other hand, 
I notice that Neil does sometimes answer "yes" to the question.
