Another way to describe the sequence is:

If n is in the sequence, then n and a(n) cannot share a digit.  (And 
take a(n) to be the smallest positive integer that makes this possible.)

Thus, there is no problem with 11 and a(11) sharing a digit: this just 
means that 11 cannot occur in the sequence.
