[seqfan] Conventions on timestamps?

My question is: what are the conventions on which OEIS
handles timestamps?

Timestamps are an important source of information and
I got the impression that for some time now a timestamp
is attached to every new entry and every comment.

So I was surprised to see in A098777, an entry with
timestamp [Oct 04, 2004], reference given to a paper
which bears the timestamp [January 12, 2009].

Thus it seems that it is not possible to draw conclusions
from the timestamps on OEIS.
