[seqfan] Better description for A029875?

Dear SeqFans

Following an ongoing discussion in sci.math I searched for Giuga
in the OEIS and came across this sequence:

A029875  Related to a bound for Giuga's conjecture.

I would like to know the kind of relationship meant here.
Maybe an example would be nice. Why is A029875(0) = 9?

I don't have access to the references cited, but I could try
to find out, if these references were online.
