I think that the author of a new seq. should demonstrate the interest
of his sequence by investing himself a sufficient amount of time into
the elaboration of his "subject of research", before asking others to
complete the work.

There should be a minimal amount of comments and/or formulae and/or
cross-references, helping others to get background information about
the context, understand how the author has computed the given terms,
etc...

Maybe the goal of OEIS is to have as many sequences as possible, at
the price of a less complete description of some of them (which can be
completed afterwards), that's an acceptable point of view.

But in this case it is (http://speaking-IMHO.urbanup.com) not
justified to send it to thousands of people ; those who are looking
for recent contributions which may need completion can read
http://www.research.att.com/njas/sequences/recent.txt
or do an appropriate search, e.g.
http://www.research.att.com/~njas/sequences/?q=graph+author:2009 if
they are interested in contributing to recent "graph theory" related
sequences.

Another idea (modulo the hypothesis that incomplete submissions are
welcome) would be to add a "request for completion" keyword (similar
to "more" but not for terms but for comments, links etc.)
