[seqfan] Re: relation of A019529 and A054040, partial sums of 1/sqrt(j)

there was some discussion on Saturday about the relation
between these two entries.

I disagree with the verdict of the sequence fans, which
says that A054040 should be marked as "dead".

In fact if the offset is corrected to 1, and "exceeds" 
is read as >=, then the sequence is correct - and the Mma program
confirms this. 

A054040 is also tyhe basis for A082915.

I will edit it, but will not mark it as dead.
