0^0 = 1, though 0.0^0.0 is indeterminate.
It's always good to know on which domain a function is defined. Since 
we're in OEIS-land, I use 
a^b := number of functions from a b-element set to an a-element set.
0^0 is the number of functions from the empty set to the empty set; 
there is exactly one such function: the identity map of the empty set
(Sorry for adding reasoning)
