Yes, they are the same.  The description "after 2^n terms, the next 2^n 
terms = (add 1 to previous string and reverse, then append" matches 
"Let s(0)=1; s(n+1)=s(n),ri(n), where ri(n) is s(n) reversed and 
incremented. Each s(n) is an initial part of this sequence."
