This *summer hours campaign * OEIS submission and acceptance policy
(similarly as it was during other similar *campaigns* ) in its
Kafka-like reality looks to me as follows:

People who care about *campaign* do not submit (by applying
self-censorship and self-restrain) and therefor do not get posted
while people who do not care about *campaign* do submit and therefor
do not get posted.
