[seqfan] Don't delete a sequence w/o consulting an Ed-in-Chief!

Dear Seqfans, There is now a page on the OEIS wiki called
Deleted Sequences

if you do delete a sequence, add a note there explaining why

BUT please do'nt delete any sequences without consulting
an Editor-in-Chief. 

Just because you don't approve of a sequence for some reason, doesn't
mean it should be deleted.

Note that if you are editing someone else's submission, and you
click "I want to undo these changes",
that has the effect of deleting the sequence!!!

(Because it has the effect of undoing the last edit,
which means the entry is sent back to its former
"A-number allocated" state, and the contents vanish.

Please be very careful using the "I want to undo these changes" button.
