[seqfan] Should 0 be in A053169?

I don't recall if this question came up before when Daniel Forgues first
proposed using A000000 for the empty sequence, but here it goes again:

Should 0 be in A053169?

(This is also a repeated question because I put it in the Sequence of the
Day for Dec. 19 and someone could post a Sequence of the Day for Dec. 20 at
about this time).

YES because 0 (nor any other integer, for that matter) is in A000000.
NO because technical considerations have prevented the use of 0 as a valid
sequence number.

YES or NO for some other reason?
