I think that will require someone with in-depth knowledge of the MediaWiki
engine. It seems to be highly customizable, if one understands it.

Maybe it would help if there was a way the Associate Editors could act as a
buffer in the meantime: selecting sequences that are really worth Neil's
time for him to look at first and putting others on some kind of backburner.
