[seqfan] permanent URL for a sequence

Dear Seq Fans,  Joerg was asking what URL should he use
for sequences in his book. 

The answer:  we will set things up so that

           oeis.org/A123456

will work.  It will redirect to   oeis.org/classic/A123456
until the wiki is running, and then it will instead
redirect to  oeis.org/wiki/A123456

We will also make it so that   

                oeis.org/A108  

or in general oeis.org/Annn...  will also work, where the n's are digits

Hopefully this will really be permanent, i.e. good
for the next 1000 years
