[seqfan] OK to submit interesting new sequences

Dear Sequence Fans,  even during the "summer hours" it
is perfectly OK to submit interesting new sequences.

Furthermore, sequences are continually sent in by people
who are not on this mailing list.

This is to explain why new sequences are still being added every day.

In fact, it is the sequences that are sent in by people not
on the mailing list that are often of the greatest interest
(and are not just another "primes of the form ..." sequence).
