This message has been there in that form during the past (roughly two) years
in which the submitC web page form has been implemented. It always shows and showed
up after pressing the "preview" button in the original http://research.att.com
incarnation and in its www.oeis.org/classic rebirth. The intend is obvious: the input form
further up shows the update, the grey-ish part shows the current contents, and
the interactive editor can compare these versions.

People who use web viewers w/o scroll-bars may have missed that feature...
