Does anybody know how this sequence is defined? maybe have access to 
the referenced paper?

I did some looking for numerically related sequences. There might be a 
tie to

http://www.research.att.com/~njas/sequences/A032132 - Number of 
series-reduced dyslexic planted planar trees with n leaves,

which has half the first differences starting at index 2, and the 
comment "Doubles (index 2+) under "BIK" (reversible, indistinct, 
unlabeled) transform." On the other hand, this might just be a 
coincidence.
