I agree to this - if you don't think your sequence is important enough to spend your time preparing it for submission, that's a pretty good indicator that it's not important enough to be in the OEIS.

As for the rest of the post, I'm going to disagree.  There are a lot of people that use the OEIS, and they are all interested in different types of sequences.  The OEIS policy has been to include all the sequences that we think might be interesting to even one other person using the OEIS.  So maybe you find this sequence uninteresting, but there are others who work with this kind of sequence that don't.
