The smallest missing number in this list are:
8692, 8732, 8740, 8758, 8931, 8939, 8947, 8949 ...

After 15000 terms the smallest missing numbers are:
13425, 13431, 13437, 13465, 13471, 13607, 13608 ...

The answers yes and no to the two questions are
almost certainly correct.
