Happy birthday, Neil!

It's quite of a coincidence, actually: it was on Thursday when announcing
Dean Robert Thomas's birthday that Prof. John Brender used the term "perfect
binary day" to refer to the today's date.

Charles, you make quite a few good points. The testing period may reveal
that a small bureaucratic apparatus might not be such a bad thing for this
purpose. Also, someone else suggested each Associate Editor think about a
sequence they would choose when their turn came; after all, I did have a
couple of days to think about the first one.
