This is 1/2 of A096408 or the inverse of A019597.
For numbers <1, the zeros to the left of the decimal point are removed,
and the offset is 0. Here,
0,5,8,5,4,9,8,3,1,5,2,4,3,1,9,1,6,0,6,9,0,2,4,2,2,6,8,4,6,6,6,6,6,8,7,2,2,1,3,9,1,4,9,
2,1,2,7,6,0,6,1,4,4,8,8,7,6,9,7,2,2,6,0,9,7,0,1,6,2,8,4,6,7,6,8,7,1,9,5,6,5,3,8,3,0,
1,8,7,6,1,0,0,9,0,5,8,3,6,4,3,1,5,6,5,5,0,3,9,7,4,9,1,1,6,7,3,8,5,5
For numbers >=1, the offset is the count of digits to the left of the
decimal point, and all digits are kept. See http://oeis.org/classic/FAQ.html#Z40bis
