With Internet Explorer 9 under Vista Business x64 it showed sequences
with more 1 time out of 20.  With Firefox 3.6 it was 20 times out of
20.  With Opera 10.6 it was 20 times out of 20.  With Chrome 8 it was
20 times out of 20.

So it appears to be just that -- IE is broken.
