I found the following formula for the table and added it to the sequence text in OEIS: T(n,k)=(n+k+2)*(2*(n+k)^2-n+5*k+3)/6, n,k=0,1,2,.... It should now be possible to deduce a generating function and eventually a correct recurrence relation for a(n).
