I have never seen such a bullet list. If I'd known it was supposed to 
be there, I'd have reported it as a bug.

The tilde has no significance except that it makes the line
not completely empty, which makes it easier to click on.
If you leave the tilde in, it gets removed by the server.

The message about the sequence data not being in the
right format should have been followed by a bullet list
explaining the specific problems.  The tilde was probably
not the reason it worked the second time.
