I edit/approve about 100 edits a day.  It may seem that putting the
comments in some kind of (new) order is a good idea.  However, given that
the mathematical ability and English ability are two qualities that vary
greatly from one user to the next, I hope that we merely put new comments
at the end of the list.  I have seen what some users do; believe me when I
say that we should put all new comments at the end of the section.
