[seqfan] A030547 reverse-add steps offset

A030547 which is a count of 196-algorithm reverse-add steps has
offset=0 but looking at the sample values I wonder if it should be
offset=1 to make the value "2" be at n=10 ... if I count it correctly.

offset=1 would be the same as A016016 which is similar but applying at
least one reverse-add step (I think).  Those two might cross reference
each other I suppose.  Perhaps A030547 could appear in the index too
