A special value (0, or -1 if 0 could otherwise appear) is the usual
way, yes. But of course that's not relevant to A118914 which has the
concatenation of the signatures. Clearly concatenating the members of
an empty multiset does nothing.
I'm not sure what should be done in your case. The 0s are not exactly
placeholders, since a(n) does not correspond to the factorization of
n.
