[seqfan] OEIS page header image

The header image on the OEIS pages I believe was taken from the AT&T 
site. It's actually pretty low-qual, I can see it's a dithered image.

I had a friend once who said "To criticize is to suggest and to suggest 
is to volunteer". So in that spirit I have created a potential 
replacement image using the existing color scheme, but IMHO a slightly 
bigger, cleaner and more legible. It can be seen at

It might be nice if clicking on the header image took you to the 
sequence home page (http://oeis.org/).
