Defined in JNT 27 (1987) 212-221 in the Woodcock article: a square array
of A_{m,n}^* fractions 
(-1)^m*A_{m,n}^* = (-1)^(m+n+1)/(n+1)*sum_{r=0.. floor (n+1)/2}

  +- (-1)^(m+n+1)*B_{m+n})/2
where B are the Bernoullin numbers, and where the minus sign in the "+-"
is taken iff n=0.
