In America, 

Prior to 1975, a meter was defined as 39.37 inches exactly, so an foot was
0.3048006+ meters.

In 1975, America rebased its units on the SI system, and an inch became 2.54
centimeters exactly, so a foot is now 0.3048 meters, exactly.
