[seqfan] Simili-primes

Can someone explain simili-primes to me?

I'm confused on the general concept. For example, the first few
simili-primes of order 2 are 3, 5, 8, 13, 17, 22, 28, 31, 38. Why is 4
excluded but not 8? Why 7 and 11 but not 13? etc.
