I agree that the intent appears to be "number of partitions mod
conjugation", which would be, as you say, "number of self-conjugate
partitions of n, plus one half the number of
partitions of n which are not self-conjugate."  The phrase "on the Ferrers
diagram" conveys nothing to me in the title.

The comment seems like an incorrect attempt to characterization half of the
conjugates; incorrect since 12 can be partitioned as 444, and neither this
nor its conjugate is in that class.  The formula is an elementary error in
attempting to count conjugacy pairs.

I suggest that the sequence be renamed to "ceiling of half the number of
partitions of n" and the comment removed.
