[seqfan] Adding up numbers of the form 2^a 3^b (A018899)

The definition of A018899 seems to be missing something. "Smallest positive
integer not representable as the sum of n numbers of form 2^a*3^b." It
doesn't say whether a and/or b can be 0. Then I stared reading the Berthe &
Ostrowski paper and I wonder if the definition might be subtly wrong...
