As far as I understand

is concerned only with lower bounds. But Alfred Brauer
also explored upper bounds in

[2] Alfred Brauer, Über die Verteilung der Potenzreste
    Mathematische Zeitschrift, 1932, Volume 35, Issue 1, pp 39-50
