While I don't understand why it is happening either, in Mma 10 I repeatedly
get

{{a[1] -> 0, a[2] -> 2, a[3] -> 4}},

and the same result after replacing a[1], a[2], a[3] with a, b, c (and
which letters you use or how you order them seems to not matter). Replacing
!= with > I got

{{a -> 33, b -> 17, c -> 16}}.

Maybe in another session the answers would be different.
